Building a Public Affairs Dashboard: Key Considerations Before You Start

Before deciding what your dashboard should look like, decide what decisions it needs to support. That shift changes everything — which data matters, which audiences need to be served, and how ambitiously to begin. Dashboards built without that clarity tend to be impressive at launch and gradually unused. Dashboards built around real decisions tend to improve continuously, because the teams using them understand why the data matters.

Start with the decision, not the visual
The most useful first question for any public affairs dashboard is: what does this need to help someone decide? A leadership team may need to understand which regulatory issues represent the greatest risk to the business this year, and where attention should be concentrated. A regional director may need to know what is coming up in their market in the next quarter and what coordination is required. A public affairs team lead may need to know which campaigns are moving, which are stalled, and what actions are due this week.
Each of those questions calls for different data, a different level of detail, and different presentation. A dashboard that tries to answer all of them simultaneously usually answers none of them well. Organisations that have used dashboards effectively tend to share a common starting point: they were clear about the decision before they designed the view.
Work with the data you have — and let it reveal the gaps
There is a natural tension in dashboard design between building what is possible today and building toward what would be ideal. The right approach is almost always to start with what already exists, and let the gaps emerge.
Most public affairs teams already hold reasonably structured information on the issues they are tracking: the regulatory file, the relevant geography, the lead person, the business unit affected, and some sense of timing and status. That is enough to build a first, useful dashboard. From there, it quickly becomes apparent what is missing.
A team might find it can report on issues by market and by strategic pillar, and can describe objectives and milestones, but cannot yet compare issues meaningfully — because it lacks consistent data on impact, likelihood of an adverse outcome, or ability to influence the process. That absence is itself important information. The dashboard is already doing useful work, not by showing what it can display, but by making visible what the team needs to capture next.
Dashboards are a change management problem
This is the point most commonly missed. A dashboard is the visible layer of a system in which data must be generated through actual workflow, stored consistently, owned by named individuals, and kept current. If any part of that chain is weak, the dashboard's apparent sophistication becomes misleading.
A beautifully designed tracker built on data that is six months out of date, inconsistently scored across markets, and technically owned by everyone in general and no one in particular, has not solved a reporting problem. It has disguised one. Building a public affairs dashboard that works requires clearer workflows, clearer ownership, and a shared understanding within the team of why capturing certain information consistently actually matters. The technology is the easy part. The organisational discipline is harder — and more important.
Match your ambition to your maturity
Public affairs teams sit somewhere on a continuum, and the right dashboard approach depends on where they are starting from. Some have informal issue lists and ad hoc updates. Some have a structured tracker but little campaign data. Some produce regular reporting but with limited comparability across geographies. Some have methodology for issue scoring but inconsistent discipline in applying it.
A phased model almost always works better than trying to build the final-state dashboard immediately.
Phase one builds from existing data. If the team already captures issue title, geography, strategic pillar, owner, timing, business relevance, and current status, that is enough for a first useful dashboard. It brings priorities and ownership into one place and gives leadership a working portfolio view.
Phase two adds a small number of fields that are relatively straightforward to capture and quickly improve the quality of reporting: the objective on each file, the overall strategy being pursued, the tactics currently underway, engagement posture (see below), next milestone, next action, and update date.
Phase three introduces the more analytically powerful fields — impact on the business, likelihood of an adverse outcome, ability to influence, combined score, and tier. These unlock genuine comparative prioritisation across the portfolio, but only when the methodology behind them is clearly defined and the governance to apply them consistently is in place.
The quantification dashboard
The quantification dashboard's primary function is comparative prioritisation: helping leadership understand where the most significant risks and opportunities sit across the portfolio, and where attention and resource should be focused.
Typical data points could include:
Impact on the business — often scored with a financial number or 1–5, sometimes segmented by revenue exposure, operational risk, or reputational consequence
Likelihood of an adverse outcome / to occure — the probability that a harmful regulatory or policy development materialises within the relevant time horizon. or the probablility the impact will be felt
Ability to influence — a realistic assessment of how much the company or sector can shape the outcome
Combined score and tier — a composite that enables ranking and segmentation into high, medium, and low priority
Time horizon — when will the impact be felt or when action is most needed, and when the critical window closes
Geography and strategic pillar — for cross-market and cross-pillar comparison
Business unit affected — to show which parts of the organisation are exposed
The power of this dashboard lies in enabling leadership to distinguish between high-impact, high-likelihood issues that require active campaign investment and lower-intensity issues that warrant monitoring. That comparison is hard to make reliably without this kind of structured data.
However, this is also where the greatest risk lies. When scoring methodology is not clearly defined — or is applied inconsistently across teams or markets, or is not updated regularly as circumstances change — the dashboard will appear to show meaningful comparisons while quietly distorting reality. Scores that were assigned once and never revisited cease to reflect the actual position. When fields are completed to satisfy a reporting requirement rather than to capture genuine judgement, they stop measuring what they claim to measure. Scoring methodology and governance need to develop in parallel with the dashboard itself, not as an afterthought.
One data model, different views
The insight that flows from the distinction between these dashboard types is that most organisations do not need one dashboard. They need several views of the same underlying data model.
Leadership needs the portfolio view: top issues, risk concentration, strategic alignment, score, and status across the full issue set. A regional or business unit manager needs the market view: active priorities in a given geography or business area, upcoming milestones, commercial implications, and coordination requirements. The public affairs team itself needs the operational view: campaign status, engagement posture, tactics underway, milestones due, and next actions.
A well-structured data model makes this possible without duplicating effort. Once information is captured consistently — issues, objectives, strategies, milestones, scores, and engagement actions all held in the same place — it can be filtered, grouped, and presented differently for different audiences. That is where investment in the underlying data model pays off over time, far more reliably than investment in building three separate dashboards that quickly fall out of sync with each other.
The broader point
The most visually sophisticated public affairs dashboard is not necessarily the most useful one. Usefulness comes from the quality of thinking behind it: what decisions it is designed to support, whether the underlying data is reliable and current, and whether the team using it understands what it is for and why keeping it updated matters.
Start with decisions, not visuals. Build from the data you already have. Add ambition in phases, matched to your team's current maturity and capacity for change. Design for the audience rather than for a single universal view. And invest as much care in the methodology and governance behind any scoring as in the dashboard itself.
That sequence — more than any choice of tool or visual design — determines whether a dashboard becomes a genuine part of how a public affairs function works, or simply another document that nobody quite trusts.
