Dr. Paul Shotton
Partner - Co-Founder
Paul has spent more than two decades practising Public Affairs across Brussels, London, and The Hague. He is the founder of Advocacy Academy — the firm's training arm — and has built a career around one conviction: Public Affairs is a discipline that can be taught, structured, and measured, not an art form practised by a chosen few. He translates complex political environments into actionable advocacy models that teams can actually use.

Alan Hardacre PhD
Partner - Co-Founder
Alan has led Public Affairs work in nearly forty countries over the past twenty years. Known for his methodical approach, he focuses on designing systems that align people, processes, and objectives for measurable impact. Alan is also a sought-after lecturer and the editor of the landmark publication How to Work with the EU Institutions. His work combines strategic precision with a dedication to elevating public affairs as a profession.

Stefan Borst
Senior Partner
Stefan has spent over two decades in European Public Affairs – advising multinationals on regulatory strategy, running pan-European advocacy campaigns, and restructuring industry associations. He previously headed Edelman's Brussels office and served as EU Affairs Director for a global chemicals company. His background spans law, journalism, and corporate leadership. The combination shows up in his work – sharp analysis, sharp execution, and an instinct for which narratives actually move policy.

Irene Matías
Senior Partner Spain
Irene has led Public Affairs and strategic communications campaigns across Spain and Europe. She co-founded Cambre Associates Spain, held executive roles at FTI Consulting, and served as Director General of APRI and Secretary of PACE. She is currently Vice President of APRI – leading the lobbying regulation agenda in Spain – and teaches in academic programmes at Spanish universities. Her work is defined by one thing: turning advocacy into a recognised, regulated, professional discipline.

Agustín Baeza
Director of Advocacy Strategy Spain
Agustín is a comprehensive Public Affairs Consultant and expert in strategy and political communication. He has more than 20 years of experience in both institutional and corporate sectors and is a specialist in digital economy, startups, and technology companies. He is also a Speechwriter focused on Strategic Communication and Narratives.

Michel Ehrlich
Senior Advisor PA & Tech
Michel brings decades of experience in European Public Affairs, combining deep knowledge of EU institutions and procedures with an entrepreneurial record in policy intelligence, information services, and data-driven monitoring. He created, built, and led EU Issue Tracker, the standard-setting EU legislative and regulatory monitoring service in Brussels. His focus is on how organizations collect, interpret and act on complex policy information. He conbines practitioner knowledge, product-building experience and a strategic understanding of policy.

Adam Chalmers
Senior Advisor PA & Tech
Adam is an academic, entrepreneur, and expert in AI-driven policy analysis as well as public policy. He is based at the University of Edinburgh, where his work focuses on lobbying, corporate political activity, sustainability governance, and the use of AI to analyse policy and corporate disclosures. He is the founder of Resonate AI, a platform that uses machine learning in ESG reporting, regulatory compliance, and corporate communication. He brings a distinctive ability to connect academic insight, policy analysis, and practical advocacy strategy.

Marta Ibero
Senior Consultant
Marta is an EU-level strategic advocacy expert with over 20 years of experience helping organisations design impactful, measurable advocacy strategies. As a Senior Consultant, she supports organisations in reshaping the way they influence policy.
She serves as an alternate board member at Belgium’s Federal Institution of Human Rights and contributes to academic programs in Spain and Belgium. Her leadership background includes managing EU advocacy platforms, leading pan-European campaigns, and serving at the Inter-American Court of Human Rights in Costa Rica.
